Chinese Government Scholarship Bilateral Program (2022/2023 Academic Year

Bilateral Program includes full or partial scholarships in accordance with the educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports the applications for undergraduate, postgraduate and Ph.D programs as well as general scholar and senior scholars non-degree programs, offering a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Economics, Legal studies, Management, Education, History, Literature, Philosophy and Fine arts for scholarship recipients at all levels.

The Embassy of the People’s Republic of China in the Islamic Republic of Pakistan jointly work with Higher Education Commission (HEC) of Pakistan to select and nominate qualified candidates for the Chinese Government Scholarship Bilateral Program. The Chinese Embassy does not accept individual applications

Qualification: To be qualified, candidates must

- be a resident of a country other than the People's Republic of China, and be in great health both intellectually and truly.

- be a secondary school graduate younger than 25 while applying for undergrad programs.

- be a four year certification holder younger than 35 while applying for expert's projects;

- be a graduate degree holder younger than 40 while applying for doctoral projects.

- be a secondary school graduate (in any event) younger than 45 while applying for general researcher programs.

- be a graduate degree holder or an academic administrator (or above) younger than 50 while applying for senior researcher programs.

- have procured the Chinese capability of HSK Level 3 while applying for Chinese showed undergrad or general researcher programs (concentrating on Chinese language are absolved).

- have gained the Chinese capability of HSK Level 3 while applying for Chinese showed senior researcher programs.

- have procured the Chinese capability of HSK Level 4 while applying for Chinese showed expert's or doctoral projects.

- meet the affirmation prerequisites of the applied colleges as far as scholastic capacity, language capability and other applicable standards.

Application Procedures

a. Apply to Higher Education Commission for CGS designation.

b. Apply to the objective colleges for Pre-affirmation Letters prior to submitting on-line application reports assuming that available.CSC can not ensure the enlistment of your objective college in case no Pre-confirmation Notice is obtained.

c. Complete online application at CSC gateway ( or, present the finished Application Form on the web and print a printed version after fruition.

d. Submit copies of all application archives to HEC HRD office before the cutoff time set by HEC.


Tuition Funds. Tuition funds will be comprehensively used by the host university. It may cover education, administration costs, health insurance and expenditures to support student activities.

Accommodation: Free university dormitory or accommodation subsidy to each awardee.

Stipend: As per China Govt. Scholarship Program.

Undergraduate students: CNY 2,500 per month (Min)

Master's students: CNY 3,000 per month (Min)

PhD students: CNY 3,500 per month (Min)

Travel Expenditure:

Travel expenditure would be borne by the scholarship winners themselves. HEC will have no financial responsibility.

NOTE: The Chinese Embassy in Pakistan just acknowledges application archives nominated by HEC.

Deadline Monday, 03rd January, 2022. 

DO NOT send hardcopies of application forms or any other documents to HEC at this stage of application process. Saved, incomplete applications on portal and by hand applications will not be considered
